Creating a library lending card
When creating a loan card, you need identification documents that show your address, name, and date of birth.
Please prepare one of the following items and ask the reception counter.
Examples of identity verification documents
- Health insurance card, child medical expenses recipient ID, driver's license
- Student ID card with address, name and date of birth
- Resident's card within 3 months of issuance (return after confirmation)
- Personal number card, residence card, and other ID card
Note: Workers are required to have an employee ID card (with the name and location of the office) or an employment certificate in addition to the above documents.
Please note that lending cards are accepted until 10 minutes before closing.
Outside use
Users
- Residents of the city, Kaifu / Tsushima area, Kisosaki-cho
- Residents of Kuwana City (since May 2, 2026)
- Students working in the city
Note: There is no age limit.
Lending materials
Books, magazines (excluding new books), large print books, picture-story shows, CDs, DVDs, etc. (limited to those permitted by copyright)
Individual lending
You can borrow up to 10 items per person for 2 weeks with a loan card.
Group lending
For a group of 10 or more, you can borrow three times the number of members for one month.
Range of use of rental cards
In principle, it shall be used by the person himself. However, if a family brings a user's lending card, it can be borrowed on behalf of the family, assuming that there was a delegation act, and even if there is no person.
Return
- Please return it directly to the counter during the opening hours.
- Return of books, magazines, and picture-story shows after closed days and closing should be returned to the "Return Post" on the first floor of the main building.
- Audiovisual materials (DVDs, CDs, etc.) may be damaged, so be sure to return them directly to the counter during the opening hours.
Reference service
This is a service that presents and introduces information sources using library materials for user surveys and research.
Reservations and requests (up to 10 points per person)
If you do not have the book you want, you can make a reservation or request. We will strive to provide it by purchasing or borrowing from other libraries. Please note that we may not be able to meet your wishes.
Copy service
For the purpose of personal research and research of users, a copy service is provided for 10 yen per black and white and 50 yen per color, limited to the scope of copyright law.
Restrictions under Copyright Act
1.Those that can be copied are copyrighted works in the library, and the range that can be copied is up to half of the copyrighted works.
2.In the case of maps of booklets such as zenrin, you can copy to one page of the spread. (You can copy up to half of it per map.)
3.Music scores and lyrics can be copied up to half of the work. (It is not possible to copy all of the work.)
4.The number of copies is limited to one copy per person. (It is not possible to copy multiple copies within the same range.)
5.Newspapers and magazines in the latest issue cannot be copied.

About user card number and password
The number of the user card is the 9-digit number listed on the "Library Lending Card". (The number is listed under the barcode on the "Library Lending Card".)
As for the password, the initial password is an 8-digit number, including the 4-digit year of birth and the 4-digit year of the month. (For example, if you were born on April 1, 2006, it is "20060401".)
The initial password can be changed. If you want to change it, click "Change Password" to change it. Please manage your password strictly at your own risk.
About confirmation of expiration date of loan card
From January 4, 2013, the expiration date of the loan card (5 years) has been confirmed.
If more than 5 years have passed since the creation of the loan card, check your name and address again and renew the expiration date. Please show your address and name (license, insurance card, child medical card, etc.) and proof of employment.
The expiration date has been renewed for 5 years from the date of presentation, and the loan card can be used as it is.
Changes in the loan extension period
From December 4, 2012, the period of lending extension has changed.
If you want to read the book you are borrowing (general book / children's book) again, you can extend it for two weeks from the date you processed at the counter. However, please note that books that have passed the return date or books with reservations cannot be extended.
When extending, please bring your loan card and book to the counter.
Note: Issue books, magazines, audiovisual materials (CDs, DVDs, etc.) are not eligible.
Extension of the loan period on the Internet
In borrowed books (general books and children's books), "No reservation has been made. It must be within the loan period. All lending materials must not be overdue. Based on the premise, lending for two weeks can be extended (only once).
Search for the borrowed books from the collection search screen on the library homepage, and click "Extend" to extend the loan.
Note: Issue books, magazines, audiovisual materials (CDs, DVDs, etc.) are not eligible.
Reservations on the Internet
Books can be reserved online from your home and library collection search terminal (OPAC) in the library.
For books on loan (general books and children's books) held in the library, up to 10 items can be reserved, including window reservations and requests.
How to make a reservation?
- Search for books from the collection search screen on the library homepage.
- Click "Reservation Application".
- Make a reservation by entering the user's card number and password (the initial password is 4 digits of the date of birth and 4 digits of the month, 8 digits in total).
The notification method will be done only by e-mail.
The deadline for storing books is within one week from the date of contact of the email. Please note that it will be canceled after the deadline.
You can also check the reservation details and the loan status.
Note: Passwords can be reset on the user's computer.
Note: Issue books, magazines, audiovisual materials (CDs, DVDs, etc.) are not eligible.
Note: If you make a reservation for the upper and lower volumes and series books at once, you will be notified in order from the book you are ready to borrow, so it is not always possible to borrow them in order. If you want to borrow in order, please reserve one book one by one.
